From 1989 During the year, reforms initiated by the government of Tadeusz Mazowiecki continued in Poland. They have been implemented with varying degrees of success. On the other hand, the success of the cabinet of the first non-communist prime minister was the decision to change self-governing Poland. As the terms of the people's councils ended in 1992 years, to activate local communities in the reconstruction of the country and decentralization of the state, it was decided to shorten the term of the councils and announce new elections to self-government bodies.
